APB stands for "All Points Bulletin:' and 'Reloaded' because this is the second release of APB. APB: Reloaded is free to play which means you can download and play completely free without any restrictions. APB:R already has over 3 million players!
IN APB:R, you can play as a criminal or enforcer (hired cops) in an urban open online multiplayer world much like games like Grand Theft Auto.
There are, as of writing this, five playable districts, in the city of 'San Paro' of which one of them is mission based ('The Beacon' District), two more are mission based and free to play ('The Financial' District and 'Waterfront' District). One more is 'Baylan Shipping' District which is basically one large multiplayer shootout.
Finally, there's the 'Breakwater Marina' District where both enforcers and criminals come together and settle their differences, so they can adjust their character layout, wardrobe, buy and customize vehicles, check your ingame mail or buy weaponry, clothers, vehicles and much more on the ingame marketplace.
